There are services, such as transport for london, where you can view the traffic cameras.
You will not be able to see cameras covering images of places such as high streets or shopping centres as there are data protection issues.
Your local council will certainly have a CCTV network and you can apply to them to see images of yourself, if you know where and when you were caught on camera, but each application is assessed on its merits and if they appear to be for no reason other then curiosity , they will be refused.
You should contact your local authority/council for more information.
