CCTV cameras are they only in London or in all major cities in UK.Which other city in the world has them?
To all major crime polluted cities in th world would it be better if they install those.
With the possible exception of St. Davids in Wales, it would be difficult to name a city in the UK that does NOT have CCTV!
Will a night vision CCTV camera be able see in the dark if looking through a window?
I unfortunatley live in an area where I have to have CCTV on my home, but if I mount the cameras on the outside they will be attacked by vandals. So if I buy cameras with night vision LEDs and mount them inside the windows where they are safe, will the night vision still work?
Yep they should work perfectly fine, but the LED's as others have said have a Limited range and the glass might cut down on that a bit, especially if their tinted or such, also another problem to consider is that more often than not the Infra-red LED's will reflect off the glass like visible light does and shine right back into the CCTV camera making a bright spot that can blind the camera, you might need to experiment with angling it, so it doesn't reflect back.
How can I view my cctv cameras on a pda?
Give as much info as possible and what brand/model pda do I need, and also whats involved in setting this up?
Your PDA will need to have Internet access and your cameras will need to be able to broadcast via a wireless network to an Internet router connected to the Internet.
From there, you simply surf to IP for the camera(s). For multiple cameras, it's probably easier to surf to a computer connected to all the cameras (either wired or wirelessly connected to the computer or router), then use that remote computer to switch between cameras.

I know it is bad how much cameras there are, but what are some good things to come out of surveillance systems in Great Britain?
Job security for camera repair and installers, monitors. A few criminals have been apprehended, some areas have a noticeable lower crime rate for certain offenses that the cameras are credited with helping- but violence in some areas still high. Public drunkenness and soccer rowdies still problem- but some identification has helped get a few sobered up for magistrate to cuss out in court and make them behave for a few months. Final figures to compare- you should have 5 years of use to compare to previous years- still need a bit more time.
